Comb. effort on OSP and Sakai

Our next release of OSP should be on Sakai 2.1 plus some additional
features that we will be adding during the next few months. The
scheduled release for this should be sometime next spring.
The osp site (http://www.osportfolio.org/) should have a high level timeline.
